The Selwyn District Council last week rejected a plan to chlorinate all of its drinking water following widespread opposition from its 45,000 residents.
Two more Selwyn communities will soon have their drinking water chlorinated, but most of the district's water will be left alone – at least for now. More than 96 per cent of submissions made to the council were against the proposal. Across our 30 water supplies we currently use a variety of water treatment methods including secure ground water (to meet current New Zealand Drinking Water Standards), Ultraviolet (UV) disinfection, selective abstraction and filtration, and chlorination. What is Chlorination? But the use of this powerful chemical has a downside. Pathogens present in water can be transmitted through a drinking water distribution system, causing waterborne disease in those who consume it. And it does a marvelous job at eliminating most pathogens from the water we drink.
The Selwyn District Council added a second low-dose of chlorine to the Dunsandel supply on January 15. Every day, millions of people drink this chlorinated tap water. While not all microorganisms are harmful to human health, there are some that may cause diseases in humans. These are called pathogens. Chlorine is used to keep our water clean by disinfecting it and killing germs.
If all Selwyn water supplies were chlorinated, the cost to ratepayers would be about $25 a property. Chlorine is a highly efficient disinfectant, and it is added to public water supplies to kill disease-causing bacteria that the water or its transport pipes might contain. We will aim to keep chlorine levels at a minimum while providing the required level of residue disinfectant at the extremities of the scheme. Microorganisms can be found in raw water from rivers, lakes and groundwater. “Chlorine has been hailed as the savior against cholera and various other waterborne diseases, and rightfully so,” says Steve Harrison, president of water filter maker Environmental Systems Distributing. Water users are likely to notice a gradual increase of chlorine levels as new treated water moves through the scheme and mixes with unchlorinated water in the Council’s reservoirs and in private on-site storage tanks.
